Tennessee Supreme Court Rules in Favor of Grundy County to Stop Proposed Sand Mine

The Tennessee Supreme Court heard arguments Thursday on whether Grundy County can prevent a private company from operating a sand mine. The state attorney general supported the county’s position.

Tinsley Sand & Gravel received a state permit in 2021 to operate the Clouse Hill Sand Quarry in Grundy County. However, in 2022, the county objected, citing a 2012 resolution prohibiting quarries within 5,000 feet of residential areas. This resolution, part of the County Powers Act, was updated in 2019 to include quarries, rock crushers, and gravel pits.

Despite starting construction north of Tracy City, Tinsley did not seek the necessary county permit.
