Tennessee motorists applying for an initial vehicle registration will soon face new documentation requirements under legislation approved by the Tennessee General Assembly.
According to a notice issued by the Tennessee Department of Revenue, Public Chapter 954, passed in 2026, will require applicants seeking an initial registration for a motor vehicle that requires a license plate to provide proof of citizenship or lawful presence in the United States beginning January 1, 2027.
Under the new law, applicants must provide documentation showing they are either a United States citizen, a lawful permanent resident, or an individual whose presence in the United States has been authorized by the federal government for a specific purpose and period of stay. The requirement applies only to initial registrations and will not affect vehicle registration renewals.
The Department of Revenue says several forms of identification will satisfy the requirement, including a REAL ID-compliant license, a Tennessee driver’s license, a Tennessee temporary driver’s license, or a Tennessee temporary photo identification license. Documentation may be presented in either paper or electronic format, including images displayed on a mobile phone or other portable electronic device.
The announcement comes alongside additional changes to Tennessee’s vehicle registration and insurance laws. Beginning July 1, 2027, motorists applying for an initial registration will also be required to provide proof of financial responsibility, such as liability insurance, a qualifying bond, or proof of self-insurance. The requirement will remain in effect through June 30, 2029, and does not apply to registration renewals.
State officials say the new financial responsibility law will also increase penalties for insurance coverage lapses, establish additional noncompliance fees for repeat violations, and require insurance companies to report policy information to the state more frequently.
The Tennessee Department of Revenue plans to publish additional guidance and a complete list of acceptable documentation before the new registration requirements take effect.
